where the f is coleman during the haunted house quest?

I got lost and had to read the wiki because I'm not strong enough to kill ramsmeat and apparently if I got to the cemetry I could get around that. to get to the cemetery however I needed to prove meier's inocence and to do that I needed to to the "The Rat" quest which is killing 2 spooki ghosts in the haunted house for coleman. after I killed the ghosts I went to the tavern and to the dike because the wiki page said that he would be there but he isn't. I've tried during the day and night and I can't find him so where is he? I'm lost in the game because I can't complete any other quest so I really need to get to the cemetery because killing ramsmeat is impossible and I don't even gain xp with combat and I don't understand anything about making potions lol.

in my first playthrough the guy ended up killing ramsmeat for me and leaving the save here. the potions made all the difference but i later learnt that ramsmeat wasn't the guy
