It was quite the shock to go from Witcher 1 where I could one-shot them to Witcher 2 where they can actually kill you if they get behind you.
Archespor, Echinops: They are no really hard monsters if you exploit their special weakness: Fire. Even with a low level igni you may annoy them sustainably, but with a decent igni it's fun:

Sounds bad, really bad. If you want to know if it's a corrupt savegame or a corrupt installation, then save your game next time you encounter this bug, upload the save and give us the link.
Did you try to verify your game via Steam?
to drive off drowners (mentioned as annoying above) you can use a trinket that can be either purchased from Kalkstein or as a reward from the nayad in Ch4. Drowners still get triggered if you wear it (and you should wear it and not just have it in bag to have the ffect) but you will be "invisible" to them. So they will run around but won't attack you. However, since you still get engaged in combat, you will not be able to port to the next areas and do other actions that are impossible in combat, but if you just need to run through undisturbed, it's perfect. To stop the combat, you need to either to run far enough to make them evade or to kill the triggered drowners (they wil have floating green skulls around their bodies).
Similar trinket is for Wraiths. I find both very useful but earlier in the game where you get piles of both.
ah that may be the cause. ive reinstalled- uninstalled, the game a few times. After reading your post, it started making sense.
