You need three brooches for Leuvaarden - that's it.
Best thing you can do with the brooches afterwards? Forget them. Store them at the inn (if you are careful) or throw them away (if you are courageous).
Override sounds correct since the game is based on Aurora. I used to mod Knights of the Old Republic which used Odyssey and 99% of the time mod files would go to Override. Practically the same engine, so I'd be confident enough to try it. But that's just me.
To be able to sell the badges I had to drink with the messenger, but I drank only 3 times then stopped (2 beer, 1 wine). Talking with him then showed the option to sell badges. I got 20 oren per badge although he said he would give me ten.
You should drop 3 badges before selling, because you need 3 for Leuvaarden and the messenger will buy all badges in your inventory at once.
After that I drank a fourth time with him causing him to say he's had enough. Then you can ask about work and get the tip about Leuvaarden. After the 4th drink you can no longer sell badges.
