How do I 'put on CPU priority'?
OK googled that. Do you also give priority to Steam stuff, other than the game itself?
Is closing the programs that run in the background a good idea at all?
Does running the Task Manafer as Administrator matter?

But it was laggy even with settings like 1280x720 resolution and 'Medium' visual settings... My specs are not by far inadequate after all...
That certainly does difference... What does OH mean?
My machine is also a laptop, rather than desktop, so it can play well on them.
Might be worth trying to play Witcher 'offline' - stop the cloud save feature (that caused my game to hang and crash all the time) and disconnect from the internet - means you're using less resources on other things and more on the game.
There are several games I find work better offline - I like turning graphics up as high as possible!
But does it give you the achievements or cards that way? Or does it record your play time?
BTW if I know right, he should not need to steal your account at all. There should be a way to authorize up to 5 users and 10 devices. You two might find it useful.
In-game/play time - it seems to keep track - I don't know how accurate the record is though. It's not something I pay much attention to (other than making me realise sometimes that I spend waaay too much time gaming!
Cards - steam trading cards? Don't think there are any for W1
I don't play offline for W1 - don't need to as I have never had any real issues once I disabled the cloud save feature - that would definitely be the first thing I did if your game is laggy - mine hung all the time before I got rid of cloud save, and it's hardly a necessary - or even particularly useful feature given that you have tons of HDD space and the save files aren't that big. If disabling cloud save solves the problem - great - if not, then experiment with offline mode.
Re my account - oh, he doesn't NEED to steal my account, he just chooses to!
However, I am not particularly bothered as long as he doesn't do anything to my game saves, and there are a couple of games that we are trying competing strategies on, and it can be quite fun to look at each other's progress without logging out of my account and on to his.
