If its "Safe" you can't use your signs. Pretty sure you can't draw a weapon either. Other than that, make sure your endurance bar is "yellow"
Even a right click doesn't cast a sign anymore.
Is that because Elvin is somewhere around in those ruins and shouldn't be killed?
I ran into this ... feature ... a couple of times, most notably while bumbling about in the daylight hours in the Outskirts. I'd just found the Agni stone in the crypt and such, and was headed back to town. Plopped over to the fireplace right outside the crypt, but I was out of flint, and couldn't use Agni to light it because (apparently?) the area is "safe" during the day. I too wasted a good bit of time trying to figure out why pressing the button clearly indicated in the controls settings was doing nothing.
It rather chaps my nethers that my sword and such is "peacebonded" by a game mechanic. I'm a "shall not be infringed" kinda gal. Maybe I *intend* to use my torch on the backside of that old peasant woman talking smack about poor Abigail.
Not sure if it's connected to that. The last time it happened was in the last dungeon in the game, where all you do is fight and fight. It got disabled for some crazy reason, I had to restart the game multiple times to get it working.
I managed to fix it by running into a house and back out. The game just has bugs. It didn't shift the state of the signs back to activatable, and there's nothing you can do about it but try to trick it into doing the right thing by entering an area where you can't use signs and then go back to the dangerous area.
OK so I just noticed there is more to the bug. I fought Centipedes with Igni and finished off the last one with a sword, and after that I couldn't use Signs any more. The bug must be triggered by the potions or the Ornithosaur oil applied to the blade, or some combination.
