This is something I had to watch a play through to figure out. You have to go to Vazma or Vizma or whoever the vilage leader is in the swamp to get a tarrot card from her. Then go talk to Kalkstein who will tell you about the lightning rod, then you can get it built.

You need to *spoilers contained* continue to try to clear names in your investigations. It depends on your decisions you've made. If you have talked to Vivaldi and you set him free from jail, then you can do buisiness with the dwarf blacksmith. If you have already accused Meis of working with the Salamandry after helping Siegfried in the sewer, then you'll have to wait to do business with the Order armourer until chapter III.

thanks guys, really helpful! I've been stuck in the game and didn't know how to make lightning rod even though I did everything. Turned out I need to talk to Vaska - the woman in the swamps.

you are life saver. I used to play the game years ago, but I stopped because I couldn't find the lightning rod. Every now and then, I would try the game again, but when it didn't work, I would quit again. It's been 2 years since I last played, and this time I came across your comment, and yes, you were right. I needed to talk to Vaska, and now the story continues. I gave you as many points as I could, spend them wisely, thank you!
