Getting this last sephirot from the Golem is really confusing

I'm in Chapter 2. Raymond is already "waiting for me at the tower" but I need to get all 10 sephirots. The last one is on the Golem, apparently.

The Wiki says I need a lightning rod to put into the Golem's hands but Malcom Stein has no dialogue option to make one for me. Also it says I need to have completed some quest called Force Recon but I have no idea how to start that.

This playthrough was going really well but suddenly I've hit a brick wall.

Hi. Go to the Druid's Grove in the swamps. You'll find Siegfrid at the camp fire in front of it. Talk to him to get the Recon quest.
Alternatively if you don't want to do the quest just talk to the Dwarf Black smith in the non human quarter. He'll make the rod for 50 orens. Good luck.

@ OP

There are two blacksmiths who can provide the lightning rod. The other is the smith of the order (not his apprentice on the right side of him!). One of the two smiths isn't available if you have done a quest in favor of the opposite party. So try the smith of the order if Stein refuses to help you.
