The problem is that you're probably trying to run a 2008 game on Windows 10+. If you are a real gamer who loves playing older games, I strongly suggest installing a copy of Windows 7, which will allow you to play 99% of games from ~1998 - ~2020.
Personally I run most of my old games on Ubuntu 18.04 LTS (Linux.) and use Windows 10 mainly for games that require anti-cheat software. I keep a VM of Windows 98 for those rare cases I have with really old games and software that simply can not be made to run on any of the newer OS'es. So I'm pretty much covered mates. lol
To answer you OP though. I'd say they should run roughly about the same for you if you're sporting a newer rig. Even if not I find usually the older games for me run better then the ones that come after. A lot of times it depends on how they are made and how you have them set up. Generally The Witcher 1 should run better for you though. Hope this helps some and good luck mate.
But once people upgrade their hardware, Win 11 is quite good.
Witcher 1 being a very old game, runs perfect with WIn 11 OS.
What I did is put it in compatibility mode with Win Vista. It did help with visual glitches and frame rates.
I see, well glad you found a solution for older games as well, that's why I like PCs because there is always a fix for old or new games alike. By implementing different tweaks, games new and old alike will run eventually if one knows what he/she is doing.
Well then, hopefully all found a way to play Witcher 1, it is a great game.

Some hardware Windows 11 and 10 run neck and neck. Windows 7 is what you want to shave down the amount of ram your OS uses to simply run in order to gain a performance boost. On the right machine Windows 11 will take full advantage and offer a nice performance boost compared to the rest. It's all about knowing your rig.
That's really more where my head was at with it. The OP really didn't say what they were running and they may not even want to swap OS'es out. The OP could be using Windows 11 for all we know. lol Either way they should be to go. So really they shouldn't have to. This game requires very little set up if any at all compared to a lot of older titles regardless of what OS they are on. Like you said it is a great game and everyone should at least try it once.
