At that stage you are past asking for a CD key to start game.
If verification of files isn't indicating any missmatch from checksum between your local version (on computer) and Steams checksum for stored game at server, then it must be that you either lack something that is either driver related or related to system for Windows (directX and VCredist exist in many different versions - see link). Those things aren't being checked when Steam runs a verification process to check that game file have been correctly copied/downloaded from Steam server.

Do you have any mods installed that might trigger this behaviour when you are to start a new game? Do you have any mods as in modification or files that are put into an override folder to change how game will work or behave? Example are like combat changes, changes to inventory or characters look etc.
