You need to download and run this software: https://westechsolutions.net/sites/WindowedBorderlessGaming/
Set your in game settings to windowed mode.
Open the tray on the bottom right of your Windows desktop
Right click on the WBG icon (it looks like a monitor) and select add window
Click on your Witcher window
FINALLY, to fix a visual glitch, you should open the WBG menu again and go to Settings > Game Settings
Set the resolution to the one you want to use.

Edit:
I found a way to fix it, don't know if it will be temporary but it worked. Open up the Task Manager and set the game's priority to high. Again, don't know if I got lucky or not but hope it helps for those of you who still struggle
