where is Kalkstein?

In the 1st chapter, I've already killed ghouls and have enough ghoul's blood to complete the "Ghoul Contract" mission, but I cannot find Kalkstein in the inn... Where is he? How could he appear?

1. "Buried Memories" killed all the ghouls. Kalkstein at Merchants' Gate.


2. After start kill Salamanders(at the end of the chapter 1), Kalkstein isn't seen until chapter 2(Some of outskirts quest no longer available).
