Turn-in quests after some experience grinding to maximize levels?

To my understanding there is no need to grind for experience so long as I do all the various quests available. Still, I tend to like to do some power play and even in Chapter 1 I am trying to maximize my levels.

If there is a diminishing return on experience from enemies based on my level, is it best to turn-in the various quests after I hit that dimishining return?

Yes there are dinishing returns on xp gained from monsters based of your level. There really is no need to grind/power level if like you say you complete all the quests and kill any monsters that get in your way.

Of the top of my head in chapter 1 the crypt (fully unlocked) is the best place to grind then maybe the echinops cave. Chapter 2 would be the cemetery in the city and wyvern island in the swamp. Chapter 3 the cave in the swamp with the cockatrices. Just need to rest 24 hours between runs.

As for the quest returns to min/max yeah hand them in afterwards. But to open up some of the best grind areas you need to complete certain quests.
