To the .exe, in the gog version, witcher.exe is in the System subfolder. I don't have the Steam version installed currently, but it should be the same.

I'm not sure if the game has a setup option at launch, before the actual launch of the game. But if it does, I suggest going into the setting and make everything low. Including the display resolution. If you have a 1080 monitor, go to 720 or 480. Try launching the game and raise it up if you able to.
Another thing you could do is get a trusted mod that allows you change pre-game. Some people don't trust mods but it can really help in some situations.
If you're set on bypassing, then use it to lower your settings as quick as possible. When you do, you should turn that bypass back off.
