So, if you break a law and get people hostile... do the attacks ever end? Or do they just keep spawning infinite guys until you die?

In my experience it's limited to a radius around the player, once the attackers are sorted out, you should be fine.

I think the problem is that there's too many people around. So someone goes hostile, which activates someone else further along, etc. Plus the guards love pulling out the horn to summon more people. So I just keep getting endless waves coming at me.

They are not endless, unless they pull the horn which means you gotta keep attacking them, its easy to kill them especially since you can keep pressing F and heal all the time.
