This game doesn't have denuvo(removed). You can buy and then play in steam offline mode.

Steam version doesn't have Denuvo since December 3, 2020.
And other stores' versions never had it.

Yeah, I was being serious. I know there’s a lot of trolls out here like to troll on this, but I was generally asking I bought reddead redemption two it will not let me play. It offline only allows me to play it online because it wants me to connect to the rockstar servers And I live in an area where there’s no Internet only time I can get Internet when I go to my doctors appointments in the city

Check pcgamingwiki.com if unsure. Look around availability section there for internet conection requirement. E.g. for RDR2 it says "All versions require Rockstar Games Launcher DRM and an internet connection on launch."

In the case of RDR2, if you have a cell phone that can act as a wireless hotspot and your computer has wireless capabilities (or if you can get a wireless USB adapter for it), you might be able to use that setup to start it up if it needs a connection at launch. Just a thought.
