But to answer your question, not really, the trailer Harley looked fine to me, but the art they used for the DLC poster looks odd.

Another thing is the stupid amount of sexy cosplays that people use in conventions or the fact that some Dc artist are horny as hell and can´t resist drawing their female characters on sexual poses and reveling clothes. I´m fine with that and have no problem, but it provides the character of a sex appeal that was never intended.
So, answering your question, there´s no hot character beyond the personal appreciation of the reader.
Your Marvel hatred is a little wrong.
DC had several problems in the past with feminist groups claiming that they are sexist towards woman (I´m not sayign I agree, just saying that those claims have being made), while Marvel has gotten appalused for thing like the last Miss Marvel Khalana Khan, an american pakistani teenage girl that shows no signs of being sexualized in any means.
You can simply look at the customs most characters withing the universe wear, full clothing costumes for lots of Marvel heroines, while on DC there´s not a single one that doesn´t wear a bikini, Catwoman being the exception, and she wears a tight leather suit unziped to show cleavage so....
I´m not saying there´s something wrong with this or anything, is their artistic decision, but accusing Marvel of having super-hot superheroes "unlike DC"... well, a little outside of the reality mate.
As far as hot men go, call me crazy but the Joker is way hot.
Now if we are talking about terms of being badass, probably Bane and then for women Tailia.
