Heres a few clarifications:
-When he says copy the files in the 208650 folder he means that you have to copy/cut the CONTENT of the folder not the folder itself and dump it into your self created Batman AK folder in your steamapps
-After that just delete all the files that come up when you search 208650 on the Steam folder.
Try again and if it doesnt work I can provide pics
Though, a quick question, do I delete the local content before I exit Steam?
mm not sure what you mean by local content but heres a quick recap of what I did:
-Exit steam before doing ANYTHING
-Go to steamapps/common and make a folder called "Batman Arkham Knight" it has to be exactly as you see it otherwise steam wont recongnize it
- Go to C:\Program Files (x86)\Steam\steamapps\downloading\ and look for a file called "208650" should be around 37 Gigs
- Copy the CONTENT of the folder NOT the folder itself and deposit it in the Arkham Knight folder you mde earlier, it should looks like this : http://tinypic.com/r/2d0je2u/8
- Once you do that go the C:\Program Files (x86)\Steam Folder and search for "208650"
- It should show you the reslut mentioned by OP, delete ALL of em
-Restart steam and press the install button
-If you did it correctly steam should give you a discovering files thing, and the allocate space
-You download will resume NEAR your progress
Also I meant delete the local content via the properties.
EDIT: Sorry for the aggressiveness and language, I'm just angry at this.
