Why is it always raining in Gotham?

Is it me or is Gotham always raining? I know it's a big Nvidia feature or whatever but seriously so gloomy.

Gloomy and dark. That's the atmosphere most expect in a batman game/movie. That's how I like it anyway!

You kinda answered your own question there. Gotham is designed to be seriously so gloomy. There's not really a such thing as a happy Gotham, that's why Batman exists, and why he is such a gloomy character, in my opinion.

all batman games is after dark, that's when bat works. You can crank up the brightness when you play for sure.

But Arkham City had no rain but it was snowing on one half of Gotham due to Freeze. It was snowing in Arkham Origins. It probably won't always be raining in the game since I don't think it is raining in the Poison Ivy escort mission.
