They critisced the two aspects that I was hoping would improve from City: the story and the boss fights.
The game's story is cited as...okay, and there are no boss fights at all this time?! So Rocksteady's thinking is, if we can't do it better, don't do it at all?
Oh and the Batmobile/tank fires guns and blows stuff up lol. Batman HATES guns and to my knowledge has never used firearms in any way shap or form.
When Black Ops III comes out they'll be giving it a 9.9 and say that it has a deep story and is nothing like the previous installments.

One of thing they have tried to achieve since Arkham City is to have open world areas actually filled with stuff. Riddler works greatly towards that goal and various other side goals.
