Bug in "Oracle's servers" mission

I've taken Oracle to GCPD and she told me to stop Scarecrow's men from destroying her servers. I follow the waypoint to the clock tower, but there's nothing there. I move around outside, go in the entrance on the roof, nothing happens. There's supposed to be a fight here, right?

Yes, but not in the tower. There is a construction site under the tower, use detective mode when you are on top of the tower and you should see some thugs on the construction site .. there should be one minigunner and at least one guy with drone.

have same issue not working took out all men then went into clocktower keeps switching to reg clocktower to batlair no progress

You don't have to got to the top of clocktower. The server is on the top floor of the building below - where the goons were patroling.
