You mean the forensic scanner to follow tire tracks?
For that you need to use it at the last place the tracks are visible (I know it's stupid), you need to find the end the glowing tracks and scan where they end to get the tracks to continue to appear. You can't just scan anywhere you know the tracks are, you need to follow the tracks while scannning to get them to fill out until you reach the destination.
Or are you talking about the seismic pulse used later in the game? Because sometimes it doesn't work depending on where you are, and if you're not currently doing the mission chain in which it is required. I don't think it activates at all unless the mission is actually active.
Before that, I had spent hours and hours and hours on end just tapping the F key and not a damn thing happened.

Yes, the game has some bugs like this but at least now you know. Remember go to the correct island and press and hold F
