im trying to free catwomen need to get the car over there?? im 54% done with the story so why is it not let me lower it yet?

Well, I don't know how much specifically but you should be very close.

The percentage will vary depending on how many side missions you've done. Completed main and side missions increase your percentage. So there's not any way to say exactly. I got over there with about 20% completed when I didn't work on many side missions, when I had done most of the side missions it was closer to 60% when I got to that point.

But the main story has it's own percentage.........so.....it's not affected by other most wanted missions.

i've just completed it on my nightmare round and it says 59% complete (main story)
