Because these games are set in their own universe, while taking inspirations from different comics and elements from the Arkham comic series (Such as Joker's backstory being from The Killing Joke, or posters of The Gray Ghost from the Animated Series being everywhere).
It's all its own storyline, which is why Tim prefers a shaved head and is here.
Just wanted to throw that out there so you can see how ridiculous it sounds of Robin having the same haircut ^^

Im talking about how the game and the comics dont match up, its got nothing to do with the "writers" but more with how Wb are lazy with this dlc

Without answering these questions we don't know if it breaks the lore or not.

Ok, so it takes place before Arkham Asylum, but when Tim was Robin. That's still possible. After all, Jason was already "dead" before Arhkam Asylum...we don't know how long before.
It would help if they made an official timeline but Tim being Robin doesn't automatically break the lore.

The Arkham games do a lot to establish itself as it's own universe through the Gotham Stories and even integrated with the game itself. If you read through them you'll see dozens of references and stories taken directly from multiple sources and tying them all together rather than stick with just one, which is actually a really interesting way to take Batman's universe in a different direction by applying a rich history that many people who read the comics are aware of.
Everything is tied together very nicely, so I doubt that the DLC just has Tim because it's Tim. Yes, it might be ruining some of the comics lore, but it's only indirectly based off of them while telling it's own story, so it's not doing anything to ruin the Arkham game's lore at all.
Best explination for that, in my opinion.
