Its not the freeze grenade he needs its the REC (Remote Electrical Charge Gun)

You need the Remote Electrical Charge which is in the back of the evidence room of the GCPD. Just smash the glass and grab it.

Thank you Killer and other repliers ! I just passed the gun the other day and did not pick up it......Now I will get back to get it.

Thank you Heretics! It is not the Freez grenade as you said. It is REC.
