GCPD Holding Cells 96/97 filled?

Ok, so I just completed the main story, well i basically 100% it according to the info on the game. Fantastic game BTW. Anyways, one thing I noticed is that in the holding cells, I have 96 out of 97 filled, so am I missing one guy? Not sure how one guy is missing when I 100% everything.

The only thing I could think of is if Azeral was suppose to be in there. I choose to walk away in the elvator so he didn't go to GCPD. Is he suppose to be the last guy? But I thought he would have to go in Maximum security so that's why I am a bit confused.

Wow, that was exactly it. I didn't know you could interrogate him. I always wondered why he was green in the GCPD but the command didn't show up, it just told me to talk to him. Weird. Thanks alot. I have now absolutely got 100%.

That was the last person I got in too, before I exited the building , I saw it was 96/97, and was wondering who the last person was, and while I was exiting, saw the guy and I was like , 'obviously it's this guy'.
