I went through the airships during the main story section and I looked everywhere as hard as I could, below hatches, behind breakable walls...etc. By the time I got off I checked the Riddler challenge page and I was like 'What? I've got like only one-third of them? Where the ♥♥♥♥ are the rest?'
I noticed that you had to interrogate thugs several times before they'd reveal the locations of all the riddles. Mainly the riddles inside buildings such as the airships or Arkham Knight hq.
Yes, if you interrogate enough thugs in Founder's Island they will reveal the riddles on the airship.
stagg ends up in GCPD.
anyways just find all the informants you can. Some informants uncover riddles/puzzles for other islands too.
You obtain his voice print as part of the story missions.
