Azrael third flaming bat-symbol

I can't find it anywhere! I even looked at sites where they show me the location, but still it isn't there? Is there a requirement to find it or is this a bug?

you might need to be farther in the storyline, mine showed up as I was going to do the quest to check on jack ryder.

It's on the Lady statue island. At the very top. You don't need to be really far ahead in the game

nah its just really hard to miss, there's one in chinatown, next to a green tower, there's one in founders island near the port i believe, and the last one is on the Statue of justice

4th is lady of gotham and the last is atop the clock tower
