Now here's the kicker, he then says it's all about destroying hope but what didn't occur to this moron was that Batman has already destroyed all chances of him releasing the fear toxin on a massive scale, unmasking him is pointless, you're just making a matyr out of him.
Let's not forget how he conveniently forgets about Jason when he was discovered by Batman.
Also, Scarecrow never knew the Arkham Knight's identity. Jason didn't tell him who he was.
No they can't, Gotham is like Manhattan everyone outside got that ♥♥♥♥ locked down.It's quite laugable though that there's no outside government help when a foreign army invades with hundreds of tanks. Plus the toxin doesn't seem to work after the gas dissipates and the infected eventually comes back to sanity.
I think he did Scarecrow and Jason kept arguing back and forth over how Batman should die. And they did work far closer with each other the rest of the villains who supposedly funded the op.
Activating the cloudburst and leaving the city gassed meant the displaced Gotham residents couldn't return home.
