Possible Spoilers: Who funded the Knight and his army?

So, how the Hell did Scarecrow get a giant army, with the Arkham Kight leading them? They have the latest equipment, and weapons, drones, crazy futuristic armour, and I've not caught a mention of how they were funded.

Anyone know? I'll accept ♥♥♥♥♥♥♥ insane specualtion, too.

Scarecrow supposedly funded it. How HE got the money, we dont know.

A couple of soldiers in ACE chemicals mention "everybody" chipped in, as do the Scarecrow tapes you get from getting Riddler trophies in Founder's Island. I guess they mean Two_Face/The Penguin/Other villains, but it's never made clear.

Mr White... AKA... Heisenberg financed them... He also developed the fear toxin... He wanted it blue but it came out brownish in color because the parents from Dirty Dancing put baby in the corner and flew off with Shepard to fight the reapers and have sex with Ezio Auditore so therefor the gas isn't blue…

The real question is: WHO financed the diddler?

All the major villians in Gotham. ..Well mainly Two-face and Penguin. Then those two did their own thing in order to gain back their money and more.

Thanks for the answers, guys! I guess it makes sense, but I was kinda hoping they'd reveal someone rich and evil from elsewhere in the DC Universe was in charge - Luthor, or Vandall Savage... Just to give Rocksteady or another Warner dev something to use in a new superhero game.

I was thinking that Arkham Knight some how funded the army. I mean that makes sense and it one of the more likely theories.

Penguin certainly has no shortage of money. He's an illegal arms dealer, so he's probably loaded. Two-Face robs banks, so he probably is too.

In the game one of the thugs in the street says that all the villains chipped in with the money. You even get to stop Two Face from robbing banks and Penguing from providing more weapons to AK & Scarecrow.

It has been mentioned early in the game that every supervillian 'donated' money for the whole Arkham Knight Army. It even says that the costs where 3 billion.
