Getting LOCKUP CELLS to 100%?

I've tried searching but I can't work this out.

I'm on 99% with my holding cells on 96/97. I just assumed it filled up with the story. Is there something specific I need to do to get that final 1%. I have it in my head that I need to find a red glowing enemy but after flying around for ages I'm doubting it.

SPOILERS:


At the end of the Azrael questline you can choose to make him try and kill batman which will result in him being imprisoned. However if you decide to break the sword/walk away, aka not try and kill batman, then Azrael leaves to do his own stuff. This might be the last guy.

It might be the police officer who is secretly a riddler informant.
He counts as one inmate, and he takes up one whole cell.

How to interogate him ? I get no prompr where near him

Just as you would any other, there is no prompt. Had me confused too. I used an xbox controller so just walked up to him and pressed Y

Np me too, even took a screenshot of him when I first saw him thinking it was a funny glitch. Walked past him the entire game. Gothams greatest criminal right there XD

No, the last guy is scarecrow in the maximum security. But, for the jail cells which the OP is talking about. The last guy for them is a cop

It's glitched, the guy will be unable to be interrogatable with pc controlls until after you talked to the cop and after you arrest Professor Pyg. The pyg guy is the one responsible for the Perfect Crime stuff btw.

Ah Pyg must be glitched because I did everything including capturing ALL max security / final credits 100% before I got to interrogate that cop HOWEVER the other prisoners from Pyg's mission were not in that cell in my game nor have they ever been. I wondered why it was empty, makes sense now who was supposed to go in.

They vanish, along with a few other npcs like jake ryder and such, once you reach about 95% completion. Most haven't found out about it because most are not gonna grind all that out. It's a glitch that has yet to be addressed
