Report a translation problem
At the end of the Azrael questline you can choose to make him try and kill batman which will result in him being imprisoned. However if you decide to break the sword/walk away, aka not try and kill batman, then Azrael leaves to do his own stuff. This might be the last guy.
He counts as one inmate, and he takes up one whole cell.
I just kept ignoring him thinking it was a glitch and now it's so obvious.

How to interogate him ? I get no prompr where near him

It's glitched, the guy will be unable to be interrogatable with pc controlls until after you talked to the cop and after you arrest Professor Pyg. The pyg guy is the one responsible for the Perfect Crime stuff btw.
