How do you unlock this skin?

I think you have to link your Steam account to WB Play in the menu.

It's the Batman Anime Skin I believe.

Well I have 100% NG and also story complete in NG+ and still locked for me so it's neither of those.

The Anime skin is the first on the middle row unless I'm totally wrong

It's not the batman anime skin, I got that one the moment the game launched.

Thats the Batman Beyond Skin that was only avaliable to people who pre ordered on steam

I believe that is the Batman 66 Adam West skin which is a timed exclusive currently only available on PS4 but it will unlock with the season pass.

It may be in that place on your game, but it is NOT a dlc skin. Also the steam preorder bonus included 2 skins.

that skin is from the steam preorder dlc

If you have a skin that is locked at all, then you do not have the skin. Every other skin will be unlocked assuming you've beaten the game for the 2 v8 batsuit variations.
