The TV series was indeed cheesy. But in my opinion, that's what gave it a lot of character.
Of course you could always just play Freedom Force with the Batman and Robin skins.

Already has the POW! and ZAP! pop ups and the cheesy narration.
It's the original though, so you could say the Arkham series isn't really Batman.
Exactly, I'd be happy enough with that. I mean, I'd love a full game but the DLC would be amazing in itself.
...no it's not. Batman started in 1940. The 1960's series wasn't even the first time a TV show or movie had been made. Another fun fact: early Batman was a lot more like Batman is right now: dark and violent. The 1960's series deliberate made it "campy".
But yeah, there were several Batman films made throughout the 1940's, so the 60's series is not "the original". If you want to argue "the orignial", you have to discount everything except the early 1940's comic books.
I meant in terms of TV series/films, not the shorts produced before hand or the comics. If I remember correctly as well, Batman in the shorts was a fat guy in a costume similar to the 1966 batman costume. Aside from it being in black and white, what makes it similar to the current Batman franchise?
This could be the first mission of the game: "get rid of the bomb":
