I see it's deliberate, which is a great feature. Says a lot that when something appears to be difficult in modern gaming I assume it's a bug...
If you don't wanna wait there's guides that give you the co-ordinates of all the side missions, I did that for the opera killer ones

As you're flying around the city listen for opera music. As soon as you can hear it a little bit just fly toward the sound, it will get louder and louder as you get closer. Great way to spot some of the other side missions also is to switch to detective vision and stay still on a building and just pan around. Look for a bunch of enemies grouped together and then fly toward it. If you're moving while trying to do this (like gliding), not all enemies will show up, making it harder to spot the side missions.
