You are not wrong. Although you should be.
There's rumors of a high resolution texture pack being made available in the future, but that can't be confirmed or anything yet.

Also, AF is capped at 4 in that same file, which can be set to 16.
Do this at your own risk though, because this game is horribly optimized.
At default settings the game eats up over 4GB VRAM just at 1080p. My guess is if they come out with a higher res texture pack it will release when the Dx12 patch does for optimization reasons.
Lol, you do know how textures work right?? You can't just change a number in an INI file to increase texture size - they have to be supplied by the devoloper and downloaded to you PC first!! They have only supplied Low and Normal textures, that's it - until Rocksteady release better textures (which they have clearly held back because their streaming solution is f*cked) you won't get any better than Normal.
