Rocksteady could be teasing other DC characters for future video games. Luthor was pivotal in several Batman comics storylines, including "Bruce Wayne - Murderer" and "No Man's Land." The comics have almost always maintained cross-continuity. If you look at many in-game advertisements, building marquees, background artwork and listen to incidental dialogue in the game there are numerous references, in-jokes or allusions to myriad characters, creators or storylines from the DC Universe:

There is a bunch of Superman references in Arkham Knight. The thugs on the street mention superman in a few wandom ocasions as "freak from Metropolis"
The last of them I think:
Buddy Standler AKA Condiment King. A TV comedian who once mocked the Joker.
Joker avenged this by using Mad Hatter's mind control technology, "creating" Condiment King.
