The 'Harley Quinn's Revenge' DLC from 'City' was heavily criticized for its length as well, and much for the same reason that these DLCs for 'Knight' are under the microscope, the pricetag. Now if length & price are the two biggest factors in determining whether or not the 'Season Pass' is worth it or not to you, why even consider pre-ordering the 'Season Pass' when the developers last offering ('Harley Quinn's Revenge') was largely considered overpriced and not long enough?
If you're looking for quality over quantity, then it's very hard to ignore RockSteady's DLCs for they really DO add so much to the series. 'Asylum's free Challenge Maps offer new glimpses of areas around Arkham & Gotham, including our first look at 'Crime Alley'. 'Catwoman' (technically not a DLC for PC players) was absolutely outstanding in Immersing you into her character, and many hours of replayability in the Challenge Mode. 'Harley Quinn's Revenge' pretty much sets the table for 'Arkham Knight', the 'Harley Story Pack' DLC is almost a direct continuation from there.
I'll take your word that these DLCs are "10 minutes" long, for argument's sake since I haven't played them yet, while "evaluating" 'Red Hood', 'Batgirl', 'Nightwing' & the 'Catwoman's Revenge' DLCs and so far that equals $10 per DLC according to the $40 'Season Pass' price, or 40 minutes of entertainment value. Now we add in the skins for both the characters & batmobile. Wait, I forgot about the new AR Challenges and Batmobile racetracks. Then, there's likely to be another DLC announced for the 6th month.
The new Challenge Mode Update announced recently will allow us to use ALL new playable characters from these DLCs for all AR Maps, for me personally, this adds MANY hours of replayability to my $40 investment. I won't scream "Deal of The Century!" just yet for I haven't played any of these, but it's looking pretty good that I'll receive some good entertainment value for my $40 so far...:-)

played the DLC on Xbox 1.. and it Was uttally C*ap.....
best DLC'S really in my view is Skin packs guys....
