All Windows updates installed? Latest video card drivers installed? Etc. I'm running on Windows 10 with no issues.
You've never been able to go back to DX11 on Win10. Win10 has DX12 and has since launch. But it's backward compatible so it doesn't matter.
Also see your windows device manager to see if something is in conflict, mainly your video adapters.

I was able to run the game at high at all times, though the framerate was mostly around 31.
on another thread somebody suggested to go into the Nvidiia control panel and 'refresh' the settings of this game >> DOES NOT WORK FOR ME
Then i re-downloaded the driver, re-installed it over de existing one, and batman booted up just fine immediately.
♥♥♥♥♥♥♥ drivers man. same reason I couldnt play the Battlefront Beta and Killing Floor 2 last month
Windows Update in Windows 10 will screw up your video drivers if you give it the opportunity to.
in that case it might have been laptop specific. multiple guys like me who use a Lenovo Y50-70 couldnt run any games after a specific Nvidia update.
