The Cloudburst didn't cover nearly as large of an area, but it was designed to be mobile, and Scarecrow was planning on taking it on a "tour" of the world once he finished with Batman. Gotham was just a test. Batman was only able to stop the Cloudburst because the Arkham Knight put his personal vendetta ahead of the safety of the Cloudburst tank.
Me might flaten the cloud burst, then kill himself to prevent himself from killing everyone in a mad panic.
