Not sure where you heard the opposite because everyone has verified a million times that the rain textures are still broke.

Yea, except for the rain being absent entirely from the head. Great news for the blind: you can play the game with no issues.
You think there is nothing wrong because you haven't seen how it was supposed to be. The rain texture is in there, but much weaker than it was supposed to be.
But by all means.. keep creating topics about that so they can see it's not fixed because they actually put in the patch notes that it was fixed.
I've compared mine to the console versions several times and it looks pretty much identical, although like I said when I turn off AA I see more rain effects that console versions.
This is true. For some reason you get much less rain textures if AA is on.
