in Arkham City you could do a double silent takedowns im 100 percent sure of this
The in-game description (in both games) claimed that they were loud and would attract attention, but that was false. You could get three thugs clustered within a few feet of one another and use a double takedown on a couple of them without alerting the third.

And no, that's a not some perk of being "Ninja Bruce." That's how it worked with all City and Origins characters.
Now, there were situations where you could sneak up on a couple of non-predator thugs and perform a double takedown on them to initiate combat; those were loud. But that's not what the OP was asking about.
