Stuck on glitched own the roads missions (my last)

The own the roads by perdition bridge on Bleake. There are two turrets in there that can only be disabled one at a time. Like 6-7 thugs with guns. Though I could get the mobile in there but can't. Looked at a guy on youtube do it.

He wen around a corner, hacked a remote control panel, grappled around a corner and was able to take out the "commander" thug with a quick hit. The commander was OUTSIDE the barriers in his vid.

When I hack that panel, nothing happens. No commander guy shows up right there.....

What do?
