Do not use NVIDIA Gameworks!
If you have a high end pc with GTX 900 series and a good CPU and want the best quality and performance, i would recommend to NOT enable NVIDIA Gameworks in the graphics settings.

However, you can still use enchanced rain and lights, but everything else is not an option.

Oh, and keep Shadow quality to normal if you still have fps issues

EDIT: I'm using a GTX 970 with i7 3820 3.60GHz

I'll use whatever settings I want, thanks.

Game runs great for me with everything cranked up too for that matter.

I run the game maxed at 1080P on a GTX 970 SSC, 16GB RAM, Intel 4670K Stock and have no issues with GameWorks. But then again, I use a GTX 760 as a dedicated GameWorks/PhysX processor

But what if you aim for 60 fps most of the time while driving in the city?

Does that still work with gameworks?

Nope not even with a 980 ti , tried both 1080p and 1440p and if you get lots of those large tanks on screen past 50% into the game with particle effects going off everywhere it drops to 50 or below at times. A single 970 would not have a hope of offering a good experience under these conditions maxed out. A dedicated physx processor on the other hand is a good idea . I have a spare 980 i could use for that but i don't have the connectors at the moment for my power supply to plug it in. I had the card for a different build i never got around to building.

I have a 980ti and with everything maxed out with gameworks on, i'm always above 60 fps, most of the time between 80 and 90 Fps.
