The modding scene has made huge progress over the last few months and it is prospering. It's crazy what people do there at the moment, some recent highlights are the 2022 Batmobile or the LEGO Batman. Have a look here:

The only reason to go for PS version today would be the three exclusive Scarecrow Nightmare AR challenges, all other PS exclusives have already been moded into the PC version in quite decent quality.
If you think about the PC version you might also consider the GOG version - which has no copy protection or DRM. But there it is not on sale right now.
My recommendation is PC, specifically the GOG version. But the reason for me to do so (backwards compatibility and no DRM/copy protection - I sometimes like to play really old games, and I also like my Arkham games to still work in twenty years or so, which probably won't be possible on PS) are not shared by everyone.
1. Even on PS5 the games are restricted to 30fps and maximum 1080p - on PC i can run in Ultrawide 1440p and 90fps+ which helps a LOT in combat and responsiveness.
2. On console (and PC) the game has a large deadzone default for controllers - this isn't too much of an issue except for batmobile sections where due to the deadzone it's hard to do small movements while trying to aim - you end up overshooting your target. On PC you can use a program like DS4Windows' anti-deadzone feature to 'fix' this which is not possible on console - this works with any controller including X360, DS4 and Dualsense
3. You can download a ton of extra skins etc for Batman and the Batmobile for PC which are not possible on console.
4. By having it on PC, you are future-proofed as it will run on future hardware, whereas there is no guarantee you would be able to play older console games on future hardware
