Shadow War cannot collect Remote Electrical Charger

Hi guys, so I have a question but this Charger. I have finished the main story, finished scarecrow. Now I started DLC. I tried to start the Shadow War and the quest is asking me to collect remote electrical charger. I have already got it since I've finished the main story. It seems the system cannot detect that I have it. Is it a bug? Does anyone have the same problem?
Also a note that I cannot upgrade the electrical charger. Thanks guys!

Have you tried going to GCPD evidence locker and get it from there? Just punch the glass.

Yes, the locker is empty now and I can use the charger by pressing 4. The system seems do not know that I have the charger
