I just finished the game's story but I still haven't gotten the ice bomb. there is a mission where I have to find killer croc and there is a steam blocking the way. it looked like it could be stopped with those bombs. probably the only time it will be used

You'll have to pick it up from Panessa Studios.

However, while it can be used to get past those pipes in the Croc mission, it's not actually necessary. You can instead shut off the steam by hitting a switch with a Batarang.
