Nora is Nora though apparently an AU version of her is going to be playable in KTJL
Nora = Frozen until Arkham knight, has days left to live, wants to live out those days with Victor. Suggestion is that they will remain on the ship together. I have a feeling that Freeze intends to die with her (via drowning/exposing himself to above 0 temps.
Selina Kyle (Catwoman) = Diagnosed with aggressive kleptomania. While sees no issue with stealing, does NOT approve of innocent death/cop death (like batman, pummelling does not fall into this category). Has helped Batman FAR more than hinder - has often been involved in saving Gotham from mass death plots from the other villains. Only steals from rich and criminals (majority of gothamites don't mind her doing this and a lot of men/women find her sexy as hell). Considered by many of Gothams criminal families as an antihero. Batman (and Bruce) find her irresistable due to her dual identity and resonance with him in relation to trauma. (Plus, they have done the horizontal mambo multiple times.)
Due to the above, Batman feels they do not deserve being arrested. I mean, with Freeze, they leave Arkham Knight with indications he and Nora are sailing off into the sunset... and will never be seen again,.
Hmm.. you must have not paid attention to what happened then...
Batman would have tossed Freeze in the slammer along with the others, except Freeze decided to basically kill himself (accepting his eventual fatality along with Nora's) when they lost the one thing that would save her from dying during the major tank battle.
Freeze removed his helmet (he can't survive much longer without it) and pretty much said he's given up when Nora stressed him to stop trying to save her.
Since there's a deeper nuance with their story (a tragedy perhaps Bruce Wayne himself can sympathize with, from losing his parents) Batman pretty much just let them leave to spend their last days together, until their eventual death from their fatal conditions.
It is assumed they're dead by now (in the Arkham story line). Batman himself, told Alfred he doubted he'd see or hear from them again.
Catwoman on the other hand.... Well she gives Batman nookie every now and then. Let's not b.s. ourselves too much. :P
