The Jokermobile is "unlocked" in that you can see it in the list. But you cannot use it without a mod.
I've been using this mod for months...
1)download the file(which you did)
2)open the file and pull out the MOD directory(I renamed mine Jokermobile)
3)find the 356474 directory in your Arkham Knight DLC folder
4)open the BMGAME folder inside the 356474 folder
5) now paste the MOD folder right there
close and start the game, go to showcase and you'll see the Jokermobile does not say 'unavailable' anymore. Select it to activate and it will show up in the game.
NOTE: you have to at least finish the main story, and it will be available in a new game + just as any of the 'battle mode' Batmobiles are.

NOTE: this is the same trick that people use to play any DLC without purchasing it(if you have the DLC files) on a legit version of the game except that you would paste the DLCs into any legit DLC folder. Most people use Harley's DLC folder.
