What do you mean by 'ng'？I don't understand，does it mean NG+？

Probably only through cheating, console commands or cheat tables (via Cheat Engine). The only gadget you might not get till Nightwing hands it over to the Bat is disruptor. Voice Synthesizer auto unlockable very early, R.E.C. is at Police Station evidence room, Freeze Blast is at Panessa Studios. As for the upgrades, there's a possibility that this console code might work: FunctionBmGame.RCheatManager.UnlockAllUpgrades
To use the console, you should download this mod and drag-drop all the files into the main game directory: https://www.nexusmods.com/batmanarkhamknight/mods/283
except Console.txt file (and that's IMPORTANT!!!)
then go to the game directory, open Binares, create a txt file named Console and copy paste the code from above. Now, i don't know if it's necessary to get this particular code to work, but just in case do these steps:
In the main menu press END, it will initiate a challenge map loading, once loaded press F12 a few times, then quit. Click continue (load main game save) and press F12 a few times when the bats fly across the screen.

There's also another code: FunctionBmGame.RCheatManager.DebugGiveAllGadgets
but i'm not sure if it's safe to use because of the "Debug" line in the code. You can test it, but i'd recommend getting R.E.C. at the Police Station before that as it might break the game in the future if you get R.E.C. via the code. And make some backups for your saves just in case.
Edit: i'm gonna test it later today and tell if it works cuz i want to play the game too on NG (not plus) again. Gonna need all the stuff early as well.
Edit 2: so i've tested the command but it doesn't give you gadgets, just makes the upgrades obtainable, meaning you have to get the gadgets legit. Seems like the other one doesn't anything. So GiveAllGadgets is for unlock which is weird.
