If this doesn't solve it then its a faulty memory sector as described by Mastan. ram and Vram alike, could be any one of 'em(guess).
Also I recommend a reinstallation of your graphics driver.
Whatever it is, its very likely that its generator is a faulty connection associated with the display sector. Software is less likely. Now you'll have to investigate and inspect the hardware piece by piece if you've done this before.
Btw, Are you familiar with safe mode?
EDIT: Test should be done at 8K to replicate the amount of VRAM game is using and to be GPU limited instead of CPU.
The smoke is really cool and does not seem to cause any game breaking issues but it does reduce performance dramatically especially when riding in the BatMobile through the city and in intense tank battles.
I am playing on an RTX 2070 at 1440p so not quite 8K. The issues, however, are not limited to higher resolutions.
At least the Enhanced Rain and Debris can be left on without any issues.
