Black flickering squares
The game gets weird flickering squares and sometimes shadows on RTX-40 series card. It becomes much more common and noticeable on higher resolutions. For example it flickers very rarely on 4K but becomes very flickery at 8K Any fix for that?

Happens while moving camera, looking at the horizon but disappears while looking at the ground or sky.

Sounds like hardware fault. Videocard overheats or has glitchy video memory.

Try changing your hdmi cable(or, whatever is the input of your monitor/card output) or the monitor itself(less likely).
If this doesn't solve it then its a faulty memory sector as described by Mastan. ram and Vram alike, could be any one of 'em(guess).
Also I recommend a reinstallation of your graphics driver.
Whatever it is, its very likely that its generator is a faulty connection associated with the display sector. Software is less likely. Now you'll have to investigate and inspect the hardware piece by piece if you've done this before.

Btw, Are you familiar with safe mode?

Isn't it supposed to happen with other games and benchmarks too? I tried maxed out cyberpunk with rt at 4K and 8K and there were no abnormalities. Same goes for other games like control and metro exodus. And GPU doesn't go above 60 degrees celsius at 100% utilization. It's just this one game that has this issue and it worsens the more I go beyond 4K. I had the same suspicion too, but since I can't replicate it with other more demanding software I ruled out the hardware issue.

I ran GPUMemTest and OOCT tools to stress test vram and system ram. It showed 0 errors on both under full load. If someone knows better testing tools then I would appreciate you sharing them.

If thats the case then have you tried integrity checking? You using any kind of MOD in your system?

What do you mean by MOD? Game is stock pc hardware is plain stock too without any third party cables.

Turning off nvidia enhanced light shafts got rid of the flickering in gameplay and disabling nvidia interactive smoke/fog significantly improved gpu utilization in benchmark mode. Up to 10% drops are still present from time to time compared to up to 35% with smoke physics enabled(very nooticable in benchmark mode). But could someone please test those 2 settings on and off in free roam and benchmark mode to see whether it is a game issue or is it on my end?

EDIT: Test should be done at 8K to replicate the amount of VRAM game is using and to be GPU limited instead of CPU.

Tested it on a different rig with 30 series card. Same issue. Turns out the game is made like crap.
