I read more into this and found out it indeed is intended. They wanted to incentivize people to 100% the game.

Really baffling game design that left me with no ending to an otherwise great game.

"if you complete 7/14 Most Wanted cases, you can “activate” the ending sequence of the game. If you get a 100% completion ratio, which includes all 200+ Riddler challenges, you’ll be able to access the secret, extended ending of the game. Many believe that getting 100% is the only way to activate an ending, but I have proof below that it is not and there are two."
You have a bug like the writer of this article. The writer even explains that this may be a glitch on his part and posted links of people activating knightfall before completing all side missions.
Well, here's a Rocksteady Community Manager's output on the matter:
"To provide some clarification on how Knightfall works:
If you have completed 7-12 Most Wanted missions, then you are able to see half of the Knightfall sequence, but not the full ending – which can only be seen with all Most Wanted missions completed.
However, if you are at 13 Most Wanted missions complete, we conciously designed it so you’ll need to hit 14 missions completed to initiate Knightfall.
Getting to that point is a big achievement, and we really wanted to encourage players to make that last little push to finish off the last of Gotham's Most Wanted and experience the ending in its complete true form."
